Some while back a Philippine Congressman was accused of statutory rape. His public comment, to a bunch of male journalists, was "hey, you're men, do you ask for a birth certificate before you do it?"

The girl was 11.

Amazingly, he was convicted and sent to jail. (The incident happened in Manila, and his power base is in Mindanao; he is said to have done this sort of thing all the time back home, but made a mistake in getting caught at it elsewhere.) His compatriots in Congress voted not to expell him pending appeal, and he was allowed to run for re-election while imprisoned. He won. Political control in many provincial areas here is very thorough.
