While looking for the classifications (which I ran across earlier today but have no idea where) I found this which seemed provocative. It's in reference to recent changes in the definitions of pedophilia as a mental disorder by the APA. In 1973, the APA removed homosexuality from their classification for much the same rationale.

Simply acting out on the urges is no longer a basis for pedophilia being considered a disorder. If the individual is not distressed or impaired by what he is doing, then to the psychiatric community, it is healthy behavior.

Identical changes in the criteria for diagnosing sexual sadism and masochism, transvestitism, voyeurism and exhibitionism have also been made in DSM-IV.

Here is a definition - though it's not what I earlier found

A pedophile is an adult individual who turns to prepubescent youths for sexual gratification and who has been unable to achieve sexual maturity in the psychological sense. By definition, the pedophile must be at least 16 years of age and at least 5 years older than the child, but this is obviously an arbitrary criterion. Pedophiles experience intense sexual urges and sexually arousing fantasies involving sexual activity with children (usually age 13 or younger) and have either acted on these urges or are markedly distressed by them.
