-During a neutral market environment, a split will not do very much.

-if there are 36% of the float shorted, you have to look whether the short position has good reasons: for example, hedging of a convertible issue/debt, hedging for stockholders who got their shares through an acquisition. Warrant related activities etc...

To sum it up, if the short position is deemed to be never covered (as mentioned, issue new stock) then there will never be pressure or future buying.
