As you know my perspective is totally different. I do see the possibility of some more upside early in July. But from there the second phase of the bear will begin. I look for a summer smash, not a summer rally.

As always time will tell who is correct.

Microsoft ends its permatemp era

When Philip Gaines turns in his orange badge and walks away from Microsoft today, he will leave as one of the company's last permatemps.

After years of public pressure and court battles, the era when Gaines and other temps or contractors could work years without receiving Microsoft benefits or stock options is officially over.

Beginning tomorrow, the Redmond software giant's policy is to limit temporary or contract assignments to 365 days. After that, workers must take off at least 100 days before taking a new Microsoft assignment.

It's a policy that has neither workers nor Microsoft proclaiming victory, but it has prompted Microsoft to hire one-third of its new employees in the last year from the ranks of contract workers.

Other technology companies are watching closely to see if the policy will insulate Microsoft from lawsuits over whether temps are entitled to company benefits.

The policy also is putting some of Microsoft's 5,500 temps out of work, although the company won't say how many. Gaines, a Web indexer for MSN Search, is one who is being forced out, and he's not happy.

"What galls me about it is that I go to work each day and give input and read books to learn and become better at what I do, and at the end of the day, I'm out of a job," said Gaines, 25. "That's a big stress."

That sort of stress has been spread out over months, as many Microsoft temps with more than a year of experience have left for other jobs or have gained permanent status.

The 5,500 workers Microsoft now employs through temp agencies compares with about 19,000 permanent employees in the Puget Sound region. Microsoft expects to have similar numbers of temps in the future, said company spokesman Dan Leach.

"These hidden slush funds maintained by county, state and federal bureaucrats amount to billions of dollars and they mean vast profits for the high-level international power brokers who benefit from controlling this vast wealth.

"... There is a composite federal CAFR which is approximately 6,500 pages which shows the true revenue status, the combined totals of equity ownership and revenue held by government....

"I learned about New Jersey 10 years ago... and in the CAFR for New Jersey on page 174 of the year 1989, it shows cash receipts for approximately $86 billion for all agencies and departments. The declared budget at that time was $17 billion. In New York City we're dealing with trillions of dollars....

"The major media (ABC, CBS, NBC, CNN, etc.) are sent a copy of the federal CAFR each year. They know exactly what it is. And they intentionally know not to say anything about or or mention it on the news, period.... Now these media groups were sent the CAFRs for the last 30 years. It's just the fact that the CAFRs are not mentioned that is interesting....

"People need to create a national strike force. It's a
two-pronged venture. The strike force would contact all city, county, state and federal departments and get copies of their CAFRs and start listing total gross receipts brought in for the years, the total investment accounts, the whole spectrum, including stock ownership, insurance company equity participation..... "All of this amounts to trillions and trillions of dollars....

"Now since I first appeared on Radio Free America, I've gotten phone calls from a number of lawyers who heard the show and who have said, 'There's got to be a class action lawsuit in this case somewhere.'

"I've responded by saying that taking into consideration stock ownership by cities, counties and states and federal, we're talking about close to $32 trillion that's being held here. The majority of this money was created by intentional nondisclosure to the public so that it could be created and prosper....

"If there was a target of about 25 percent of these funds for return to the public, that would amount to about $8 trillion....
