Right...it never got throttled up all the way. My brokerage (Schwab) had it's computers screwed up and ruined my day...had to call in all my changes. I wonder if they did it on purpose to limit the trading on the last day of the quarter. On the plus side they changed software so now we are able to trade after hours with streaming RT quotes without going on the web.
