I'll do you one better; I'm sure it's not a conspiracy. Nor are 95% of any of the things that frustrated message board participants claim are. I'm just waiting for the first whimpery diatribe insisting that dealers are causing the delays, LOL. :) I think you're absolutely right, though, on top of the reason I stated. There are major technological issues - it's all very complex, of course - and, on top of that, I'd imagine that there are implementation issues pertaining to ECNs and ATS' to hammer out. LPS5
