Re "the SO's control the price"

G* has jawboning, and an inflated wholesale price to get a lower retail price. They might offer 10 cents off per minute (to the SP), if the SP will cut 30 cents off the retail rate, or will price below a certain price point. And, the 47 cents is so high that there is a lot of room for negotiating.
