Can you imagine an American newspaper worrying about the number of cell-phones that have been thrown away? No, I can't. It never ceases to amaze me how easy it is for people to fall back into the attitude that controling the economy and the financial lives of citizens is not only OK but is easy and works. It never has worked, and the unintended consequences of such well intentioned actions nearly always are worse than the "problem" intended to be cured. The more governments try this stuff, the less they are trusted and the less willing outsiders are to invest.
