I agree with your comment, MikeM. I don't think he has his numbers right, and I don't think he's really up to snuff on how the Bells have opened up their loops to competition with the goal of obtaining FCC approval to enter LD.

I posted the article because of the more interesting debate as to what standard with the RBOCs be held to with respect to the requirement of opening up the loop under the 1996 Act. Should it be a moving target where the bar rises with each year as the services to be delivered become more prolific along with the revenues to be generated? Should the bar remain frozen more in tune with the services provisioned shortly after the Act was approved by Congress? Or should there be some middle ground? At what point should the CLECs be required to invest their own dollars to compete head-to-head with the RBOCs?

The foregoing are issues raised by the article with respect to provisioning DSL and other data-type services. Is the CLEC I enlist going to provision a switched virtual circuit to my D-box? Or will that only be provisioned by SBC? Will SBC make available such SVCs to the CLECs? As you can see, its the same argument all over again. At what point does the '96 Act say the incumbents have done enough, and whatever advanced services they begin to offer subscribers as the result of significant investment is theirs to offer subscribers, and not necessarily open-up to the CLECs?

Perhaps that is why it is so important for the RBOCs to get over this LS hurdles ASAP. The sooner they do; the sooner the CLECs will have to stand on their own "two pairs."
