Yup, I clearly remember all those folks bitterly complaining about the Merrill report last week.

Well, because that was end of the month and quarter - classic paint tainting. Why didn't SSB release their report last week?

I do get your point, though I find this timing suspect.

If you want to tailor the law so that the firm cannot sell securities after a Sell recommendation, fine with me. Their being able to profit off an opinion which sends the market into a nosedive stinks no moatter how one looks at it.
