Yes, the smooth upgrading path is indeed one of the main reason why Qualcomm is pushing forward CDMA2000, esp. the MC mode.

Another thing is that CDMA2000 can also interoperate with GSM. In fact the G* phone can run on top of the GSM-MSC network, which is using CDMA radio technology. So Upgrade GSM into CDMA is definetely doable. It's just that the politics played way too much role in all of this.

But given Q's rich experience in CDMA technology, I don't think using different bandwidth is that much of a big deal. And the reason that Q choosed 1.25Mhz is totally based on various considerations(politically, technically and economically) with throughtout studies with all possible parameters including bandwidth. Therefore if someone really want something may not be the best use of the technology, Q can do it too:-)
