well you're getting lots of good tips. i'd add that in the event you do have norton utilities (you mentioned norton antivirus), that you have cleansweep remove the monkeys instead of the windows add/remove. that is, once you locate the file. did you search per tc's suggestion?

also, just to reassure yourself that "Somebody be messing wit my head" isn't the result of a remote access invader like 'back orifice' residing on your hd, search for a file named WINDLL.DLL. i understand that bo always leaves that file footprint no matter how it tries to disguise itself.
