Independent mercenaries?!? C'mon! Mercenaries are basically show-me-the-money guys! Tell me where lay the incentive in blowing up two US embassies?? Were there diamonds inside? Oh, maybe they bombed the embassies as a diversion to rob the bank next door??

Bottom line: the French (& Serb?) mercenaries carried out the bombings for a geopolitical purpose. The Carlos snatch brokered by former Interior Minister Ch. Pasqua helped to get Israel's Mossad on board --that is, the Israelis turned a blind eye on French activities in East Africa.

As for the Mossad's internal burnout, I don't think we should take it at face value --after all, the more underestimated a secret service is, the better its ability to operate. It was reported that the appointment of Ephraim Halevy as Mossad boss was not unanimously welcomed. Halevy was a diplomat, not a military. Hence the questioning about his ability to understand field strategies.... Yet, he's been active for the Mossad for over 30 years, dealing with outcast countries such as Sudan (who doesn't have official diplomatic relations with Israel). Anyway, Halevy's appointment was likely related to the Carlos snatch: remember that PM B. Netanyahu's pet mission was to revenge his brother Yonatan's death (in the Entebbe raid). Capturing the infamous terrorist Carlos was his obsession --and Halevy, thanks to his EU/French diplomatic contacts, made it. It's no surprise Netanyahu appointed him head of Mossad --rather a fair deal.
