Intel has always allowed Via to make P3 chipsets, regardless of memory architecture, subject to royalties and licensing fees. The news here is that Via have finally given in and agreed to pay. No change from Intel. The change came when Via gave up their stance of refusing to pay to use someone else's technology.

BTW, Intel didn't annonce any such thing about the need for DDR. A Semico analyst inferred it. We have heard semico's predictions before.
