I've heard that an experiment like the one you described was carried out in New York City in the 1960s. The government released an "unharmful" bacteria at different points in the NYC subway and then tracked how far and how fast it spread through the subway system. The government wanted to know how vunerable NYC is to a biological attack; at least that's the story they came up with.
