Cat Lady, Good point. I think the issues of headcount and process improvement are more closely related than people realize. Oftentimes a company is reluctant to create a careful process because it would require more people to successfully execute that process than they care to hire and pay for. A related problem is that companies which chronically understaff often don't even devote time to process management and improvement. They're too busy putting out fires or cooking bad spaghetti.
