Haim -- Here's some historical perspective on the VIX:

On June 30, 1999, VIX hit an intra-day low of 20.44. From that point, the OEX rallied 6% to a high of 735 on July 19. On July 16th, VIX hit an intra-day low of 17.70.

Have you noticed the NYSE advance/decline line? After hitting a low around May 25, the NYSE A/D line has made a series of higher highs and higher lows. Perhaps there is a broad based advance in the works.
