There could be a number of valid reasons... a few could be:

1. The philosophy of that civilization may prohibit it.
2. They may be stellar-centric and have constructed an energy sphere as postulated by Freeman J. Dysan ("Dysan's Sphere") in their star system.
3. They may have gone inter-dimensional.
4. Some have visited Earth over the past 500 million years (and there is some physical evidence to support this), and some other stellar civilizations are visiting us even now (there is also much evidence that supports this).
5. We are in an arm of the galaxy -- far away from where most of the "action" is happening. In essence we are still primitive hicks in the boondocks. Some races may consider us on the level of mice, others too busy with interstellar trade to bother with us, still others would rather visit the galactic "New Yorks" rather than take a long excursion to the backwoods just to see "poor human trash" working their primitive corn whiskey stills.
