OK, I re-read your posts. This seems to be the core issue:

the question is really what the requirements are (in terms of control) for an applications gorilla.

They are exactly the same as for an Enabling Gorilla. The only difference is application Gorillas possess them to a lesser degree than enabling Gorillas. If you don't remember the criteria, you can refresh your memory by reading the G&K faq which is linked to the archive thread.
