What you are missing is that the big and important market of Western Europe is now and will remain forever more, totally closed to MC-WCDMA. This is what the Korean operators are hearing and they don't want to be locked out of Europe.

Also, outside Japan and Western Europe they haven't 'sold' their system. Europe is closed and the operators have no choice and they didn't get all of Japan. Europe's rush to get all the UMTS auctions done this year which licenses that require construction to start in 2002 is to force many early commitments to their version of 3G. Normally operators would not commit to a technology until they had seen it in operation somewhere.
