I believe the reference was actually to a berserk share price. To the best of my transcribing ability, here is the interchange in question from the Fox News interview on July 7:

Fox News Interviewer: OK - Now I don't know a whole lot about cars so you're going to have to really simplify this and tell me roughly how it works over here.
