Government has a right to collect taxes in order to perform its duties. Among these duties is the maintenance of public order. To that end, government performs a role as insurer of last resort, as when it provides emergency aid to those who suffer from natural disasters. The "socialization of risk" is different from "socialism". It simply means that the cost to individuals in minimized by spreading payments throughout the ranks of taxpayers, to prevent social convulsion due to undue misfortune coming to a mass of people. As Adam Smith said, government may legitimately step in when private agencies would not likely suffice to provide the necessary service, as in the creation of roads. Similarly, when private charity might not be reliable enough, government steps in to ensure that people will be fed and clothed, and given aid in finding a job. By the way, you might be amazed at how much still depends on the private sector, including charities.........
