If you read carefully what is going on here, then the reduction of subscribers is a political thing done to gain the ability to get subsidies back. SKT made the decision to reduce 300k users for other than subsidy reasons, but is reporting it like they did it for subsidy reasons. This in an effeort to show that they have worse numbers and that they be allowed to use subsidies once again.

This makes a whole lot more sense than saying that now that they have subsidies, they have lost a bunch of customers. It simply was not the case.

Do we have any word at all if Koren exports to other countries will help to make up the difference here? Seems like SK is paying a pretty heavy price for this merger. I don't remember any kind of restriction like this in an American merger.
