I completely understand the value-added tax. I may well understand it better than the person who wrote the description for the ENCYCLOPÆDIA BRITANNICA.

A national sales tax is NOT a value-added tax. It does not tax a good at each step of the distribution process, but only adds a sales tax similar to a state sales tax levied on a good and sometimes a service.
