Please tell me where you got the information about this. I follow some rail stocks, but don't own any, and my son is a train nut. Union Pacific has had a hard time in the past few years getting their rail mergers to work, especially the merger with Southern Pacific. They have lost a lot of business in the past two years because they have some very outmoded computer tracking systems as well as some some very outmoded track! In fact, it got so bad in 1999 that their whole system was in gridlock......hence the name Unlimited Parking, used by many railfans. Yes, they have an extensive network of radio band, but, it isn't fiber as far as I know....it's all CB type radio waves. And the hub is in Omaha, Nebraska, hardly the center of the wireless craze. They could, just possibly, have management that is smart enough to grasp the fact that they do have a backbone that they could use, but they seem to be only in the freight/rail business, and consumed with getting their trains to get to their destinations at the improved average speed of 8 mph. They are rebuilding/moving several yards, replacing track, purchasing 1000 new GE engines (I think that's what my son said, I will check, maybe I have too many zeros there), and trying to get their new software deployed. They also have to woo back many customers who went to BNSF or trucks, and somehow regain shareholder confidence. I think that management's plate is full for the next few years....but ya never know. To me, it just doesn't seem to be their game, management is all transportation types, not communication types. Yes, they have their network in place but I just don't think they would share it or allow others to use their property to attach a fiber/wireless doohickie.
Just my two cents worth....
There are other railroads that seem to be a little less stuck in transportation only mode. I used to think that BNSF was 'progressive', but I have to wonder what they are really accomplishing when they had to have armed guards at their last annual meeting. That leaves Canadian rails such as CN or CP, and maybe an eastcoaster like CSX. None of these companies seem likely to capitalize on their hidden assets any time soon!
Just own a small amount of JDSU, looking to buy more...tempted here, but will wait to see what happens here.

Union Pacific has already leased it's right of way to Level3 communications.
