Based on the reserves you describe, it sounds like the Cerro Casale project (Placer Dome 51%/Arizona Star 25%/Bema Gold 24%)
The 1999 Bema report show Cerro Casale having 23 million ounces of gold and 6 billion pounds of copper. It's a low grade project (0.69gpt AU ans .26% CU) which depends on Placer Dome's ability to fund $1.3B construction costs.

Arizona Star stock was over $C15 several years ago (late 1996) and is now 85 cents. I do not know how much cash they have per share.

Gold Reserve (GLDR)is kind of close to what he is talking about. Brisas in Venezuela has 9.9 million resource gold and 1.3 billion copper. They have 19.6 million cash with 1.5 million liabilities, net 18.1 million on 22.79 million shares. That's 80 cents a share cash and stock trades at 66 cents. Active stock buyback in place.
