You are splitting hairs...

"Very difficult" is as accurate as you can reasonably make it, unless you can preclude any possibility of ever working around the IPR. Since none of us can predict the future to 100% accuracy, saying it is "impossible" means you already know everything that "is possible" which means you'd be God (or It according to Maurice). None of us are God, so it remains "very difficult".
