The reality of the situation tells us all we need to know about where on the continuum "very difficult" lies. How many manufacturers have already licensed QCOM IPR for WCDMA? Quite a few (more than 5, less than 100), ergo, they deemed it "very difficult" in comparison to the alternative. If it was towards the "not very difficult" end of the spectrum, they wouldn't be paying millions of dollars for the IPR, now would they, since they all have legal departments that research these things, don't they?

I swear you have to hit some people between the eyes with a 2x4 to get them to see what's right in front of them...
