Those who are bound in external locus of control are more likely to be victims of the negative aspects of a system than advocates of its positive influences. In this respect you are influenced mostly by external performance motivators and dependancies.

When you have a strong internal locus of control your motivations are also bound the natural internal human essenses that drive the desire to learn and grow for its own sake. I agree, however, that a deviant and evil personality who also has a strong internal locus of control is a scary thing to think about.
