We should remember that the income tax is plank #2 of the Communist Manifesto. When Congress adopted the income tax in 1894, there followed one of the most divisive debates in the nation's history. The law wasn't ratified until 1913 because those arguing against said it was unconstitutional, being a violation of the 4th amendment. But as is usually the case, the tireless progressive ideologues succeeded in wearing down their opposition.

The tax was minuscule at first, and assurances were given that rates would never exceed 7%. What was ratified was legislative plunder in the guise of taxation.
