One would think so, but this doesn't lend proper respect to the enormity of the problem of creating a back office and distribution system to support it. In the absence of head ends which use rf modulation and channel distribution, the twisted pair guys have no uniform means of modeling their architectures. Think about what it takes to do digital video distribution from a one of a kind platform (which, invariably, is what a VDSL delivery platform provider would face). This is the same problem, by the way, that would-be ftth providers will face until there is critical mass and consensus on how to do it. FWIW.
