I may have been mistaken, but here are the things that I was thinking of:

1889
Department of Agriculture raised to Cabinet status
1889
Farmers' Alliance evolved subtreasury plan
1890, 1891
Meat Inspection Acts
1897
Greater emphasis given to plant exploration and to the increase of agricultural production
1900-17
Federal Government's role in agriculture grows with passage of farm legislation
1906
Food and Drug Act
1906
Meat Inspection Act
1914
Cotton Futures Act
1916
Federal Farm Loan Act
1917
Food Control and Production Acts
1921
Packers and Stockyards Acts
1922
Grain Futures Act
1922
National Agricultural Conference
1923
Agricultural Credits Act
1926
Export Debenture Plan proposed
1927, 1928
McNary-Haugen bills vetoed
1929
Federal Farm Board established

Some were prior to the War, some after, and I cannot verify the relative extent of subsidy before and after the New Deal, so I will merely say that there was already a lot of Federal intervention into the farm economy.......
