Thank you FT. I have been lazy and have not looked at the Cats site. I do believe that any tax system that exists at the federal level will become complex and expensive regardless of the simplicity of its design.

The nature of a bureaucracy is to make systems complex. Taxes are the heart of the bureaucracy. They will always be the amongst the most complex of laws and regulations because of their importance.

I will, however, look at the Cats site as time allows. I am always interested in learning about ideas for a workable solution to the Federal Tax nightmare. However, I have not been swayed by consumption based or flat tax proposals in the past. Any system that I would accept to replace the Code would have to be so simple and fixed that I doubt it could possibly retain enough flexibility to meet our future needs. I also doubt that such a system could even exist outside of an academic's dreams.
