I think that one of the things that might be a semantic hurdle here is that "material" and "observed" are THE SAME. It's part of the premise of science.
If it can be observed, it's material. (Tautology.)
So far it's been fair to assume the corollary: that if it's material, we ought in principle be able to observe it.
I can't prove this last one, but it feels right and I'll go withit until proven wrong.
