Thanks, I hadn't seen mention of the fact that the step up is retained for smaller estates.

In that case, it seems like a fair bill. Most estates will pay neither income tax nor estate tax. Larger estates will have an additional income tax burden (compared to current law), but that will be outweighed by the benefit of not having to pay estate taxes.
