Ah, but on federal civil rights suits, the plaintiff who prevails receives legal expenses. The lawyers who won Rice vs. Cayetano, the 15th amendment case, stand to collect $3 million or so from the State of Hawaii which forbade non-Hawaiians from voting for Office of Hawaiian Affairs trustees. That is the primary reason IMO that the defendant should always settle civil rights complaints early and generously.
