If you look at this chart, that was the daily high: chart.yahoo.com So, I assume he means that he thinks it will get to that March 24th plateau, but he doesn't see it pushing through the earlier in March, 52-week high. Most likely he thinks the rally won't continue long enough for that to occur. I personally think we'll fizzle soon in the market for the remainder of the summer and things will get rolling again this fall. Of course, all this short-term baloney is meaningless if you're sitting tight with a long-term view.
