Maybe? MAYBE? <g> Since the Articles of Confederation, in the 1770's, and the Constitution, which created a federal system, the intent was to have a group of independent states, bound together and united by common goals and ideals.

Once the independence was lost, in about 1861, when A. Lincoln went to war to prove that a CENTRAL government could dictate to the smaller state governments, there was no longer any doubt of who "Big Brother" was.

Still, if I had my druthers, I'd druther blame FDR. <g>
