Don't take it as granted, that SR1 will kickstart Windows 2000 implementation.

People have learned, that they can live fine without Windows 2000, and the most important upgrades people want today, is a newer browser, programs to display different file formats, streaming formats, multimedia etc. And Microsoft doesn't earn money on distributing Internet Explorer 5.5 for Windows 95, and Windows 98/ME is more multimedia hardware friendly than Windows 2000.
