Bill, China's GSM->WCDMA/TD-SCDMA is a politically motivated migration path. I don't believe it will prevail either. One of the bilateral sticking points between the EU and China was telecommunications (Recall that Europe wanted 51% ownership of China's telecom network, pretty funny actually).

The E.U. is applying whatever political leverage it can to promote WCDMA in China (Nokia and Ericsson and NTT I THINK get royalties for the "W" part of WCDMA). So the apparent Chinese interest in WCDMA is a convenient way to throw the E.U. a bone to secure an E.U. vote for China's entry into the W.T.O. (That or payments to government officials, something not foreign to either European companies or the Chinese government). But I do say apparent because I don't see how the Chinese, in the early stages of telecommunications, would waste any unnecessary spectrum and power by choosing WCDMA over CDMA 2000 and HDR. I think they are waiting for the opportune moment (after WTO admission) to make a commitment.

They may also be waiting for the results of the initial Korean CDMA deployment in the fall.
