I read it the same way you did. No implication that any type of nativist was worse than the other. Just an implication that the nativists on both sides are going to be unhappy- and that was not necessarily a bad thing for everyone else.

The head-in-the-sand 'nativist' is everywhere ... i know people who will not talk to or have anything to do with english-speakers ... as this author says, the anglo-hispano thing has been going on for centuries ... Vasconcelos assumes it as permanent in his 'La Raza Cósmica' ... and as Tazio says upthread, the sentiment has been stressed by the robolucionarios who found outside threats quite useful to their own ends ... while a hundred years ago it made sense, to a point, it doesn't now, and it won't last.
