Someone with a better level of process expertise and circuit design can fill in the details but in short form Intel does not use the same process recipe for both processors and flash and their analog experience is limited. Analog devices has the analog experience but someone has to fab the wafers (Intel). A modern logic process has a lot of transistor leakage current when off. It makes them switch faster and that's a big plus for processors but that could be a disaster for analog circuitry. Will the same poly resistivity work for both logic and analog? What if it doesn't? Flash has a different process in it's own right and only uses I think 2 metal layers. Which one do you tune the process for?
