Right, PALM is difficult to borrow in the U.S., but easy at many Canadian brokers. I think the scarcity of borrows may be causing the arbitrage.

Can anyone direct me to a value investing index or indices on the lines of the DJIU, SPX, OEX, etc?
I am on a board where we are evaluating a value manager, and we need a more specific index to benchmark him against.
