Given how WCDMA will be rolled out in different parts of the world over the next decade, the reasonable expectation is that 3GPP will continuously tweak the WCDMA specs every year to reflect progress in other parts of technology that enable certain solutions that were not previously practical. Anyway, that discussion revolves around these IDCC claims. The question is whether seamless handover is being designed in for Release 2000. Note that IDCC has not yet claimed that it is part of the standard.
