So, Intel goes from Wintel in PCs to Qualtel in wireless? And uses the cash flow from their soon-to-be-a-commodity existing business to finance the transition? It's nice when you can use your alimony to pay for the second wedding. Microsoft won't be pleased.

When QCOM had to be the entire CDMA value chain (because no one else was interested), being a software and hardware company was necessary. Now, it's awkward, and they are focusing (=selling the parts that aren't core). Maybe, at some point, QCOM will decide that the core is pure software. This is probably years away, after the 3G tornado. Till then, success in chipset sales will make the stock go up and down.
