yes... I agree with your point.... but could you also say...it serves to keep status quo in Japan at the same time..... there are hundreds of multi national Japan conglomerates operating in the red who at best need 0 rates as well to maintain some form of acceptable functionality.... indeed....without "real" progress in recent years on changing their operating modes (a tall order given their entrenched beauracracies and social promises....the glue of Japanese social orderlieness)...what else do they have.....

thusly.... can't you say o rates is a policy of internal and external appeasement.... though, if Heinz is right...eventually it cannot delay and inevitable breakdown....
