For newbies, Siemens has generally not been successful in the wireless arena, and it tried to buy qualcomm outright before March, 1999. It might also have been a candidate to buy the infrastructure and handset divisions but never made the cut. It seems to have been looking for a major play, but hasn't found one yet.
