Good article, Stephen. The power and heat issues are preventing many of the large New World network-element vendors from meeting Bellcore NEBS compliance. Of course, NEBS was designed around parameters associated with c.o. switches and digital cross-connects, during a gentler, more staid period. There's a good article in Light Reading, somewhere, that touches on these criteria, and points out that while most RBOCs may be swayed by this "shortcoming," many of the emerging Internet service providers and bandwidth commodity barons aren't.
