There is some very careful use of language in describing the power output from the GSM phones. Both answers may be correct, the max software controlled power output is 1 Watt. And the average power output is 1/8 watt.

The GSM system only transmits 1/8 of the time. So IF any effect from the RF power is due to average power then the important number is 1/8 watt. The federal limits (National Environmental Policy Act of 1969) are based on 6 minute averaging. So the 1/8 watt is what will show up in the measurements.

The CDMA power is always the least amount that can be transmitted and maintain communications. As low as possible.

From GSM Technical information:
There are five classes of mobile stations defined, according to their peak transmitter power, rated at 20, 8, 5, 2, and 0.8 watts. To minimize co-channel interference and to
conserve power, both the mobiles and the Base Transceiver Stations operate at the lowest power level that will maintain an acceptable signal quality. Power levels can be
stepped up or down in steps of 2 dB from the peak power for the class down to a minimum of 13 dBm (20 milliwatts).

Darn, I hoped there would be clear evidence that GSM phones were excessive power threats. Just need to work on the peak vs. average issue.
