Senate Rejects Limits on National Monuments

WASHINGTON – Dismissing complaints by Western lawmakers of federal "land grabs," the Senate on Tuesday narrowly rejected legislation requiring the White House to obtain congressional approval before designating a tract of land as a national monument.
The requirement, rejected by a vote of 50-49, had been proposed in the form of an amendment to the annual Interior spending bill.

Under the unilateral authority granted him by the National Antiquities Act of 1906, President Clinton has designated nine national monuments over the past year. Several legislators from the West have accused the White House of making the designations before consulting local and state officials. (cont)
